Closing the forest ambition gap in NDCs

A new assessment of how countries are reflecting forests in their latest national climate plans. Building on earlier work by WWF and Climate Focus, this report reviews the 84 NDCs 3.0 submitted as of 28 February 2026, covering 110 countries, and examines whether forest ambition and planned action have strengthened compared with previous NDCs. It situates the findings against the first Global Stocktake's call to halt and reverse deforestation by 2030, and underscores that there is no credible pathway to the Paris Agreement goals without ambitious forest action, with the land rights and governance of Indigenous Peoples and local communities a critical enabling condition.
